As Leslie is fond of saying, “Paschima” means “West,” not “hamstrings!” Thus, Paschimottanasana gives you a chance to “stretch the West”: the entire back surface of your body.

If we choose take the name of the pose literally, as is indicated in various historical texts, then we can conclude that our goal is to find a way to get an even stretch along the entire back body, and not focus on an end-goal, like bringing our chest to touch our legs.
